Investigate and document linkage between asset selection, geography and GIS data

Confirm where assets (buildings, trails, parking lots, etc.) are currently being pulled from. Are these still static datasets or are they read only copies from our GIS database? If static, how hard to convert to dynamic? How is geography information (zone, commissioner, house, sentate district) currently being captured and why isn't it populating for most project entries?

After taking a look through the code, I discovered the following:

• the app pulls live data from CCFP's GIS database when selecting assets to add to a project's phase
• when assets are added from a project's phase, a local copy is created
• political boundaries are currently saved as static data directly in the repo (and likely needs to be updated)

There was a previous issue re: geographies not being updated (#265). Since geographies are re-calculated when projects are saved so we can trigger a save on all projects in the database.

It would be a pretty big lift to change how the app handles data coming from CCFP's GIS database. Are users having issues with out of date or otherwise incorrect data in the planner?
