VxWorksSvc/VxWatchDogTimer interface

Rename startWatchdog() to startTimer() to be consistent with the Svc/LinuxTimer component. This way we can remove conditional compilations in the code that uses both LinuxTimer and VxWatchDogTimer.
Don't change the argument Fw::TimeInterval. Let's have LinuxTimer change their argument type.
