inc: fix macros in windowsx.bi

Integrate fixes for the HANDLE_* macros in windowsx.bi by Paul Squires as discussed in https://www.freebasic.net/forum/viewtopic.php?f=6&t=24663 and solved in http://www.freebasic.net/forum/viewtopic.php?f=6&t=24674.
The macros could not be translated correctly by fbfrog and were marked with TODO comments and/or unusable.
