Qubes 4.3: mid-inplace upgrade login screen / sdw-launcher shows up

Description

After the --all-pre-reboot stages of the Qubes 4.2 inplace upgrade (to 4.3) and a restart, on the next system startup, the user is presented with the workstation's login screen or the SDW updater:

The problem is that an admin may think that the inplace upgrade has completed, where in fact there are still more steps to be performed.
