How to remove one HDD from tiered storage space?

I have 1 * 128GB SSD & 3 * 500GB HDD, and I had created a tiered storage space (total about 1.4TB) and use a months.

Now I want to remove one HDD from the tiered storage space (I only use about 600GB), how can I do that?

I had tried: Set-PhysicalDisk -Usage Retired (success), reduce the volume of the storage space (success), then reduce storage tier by Resize-StorageTier (failed), then reduce virtual disk size by Resize-VirualDisk (failed). I tried multiple times Remove-PhysicalDisk between previous steps, still failed.
