Gateway: Withdraw IPv6 Announcement in case of gateway being isolated

We need some failsafe mechanism for the case when a gateway looses connectivity to the mesh.

Check condition could be if more than 50% of the GRE Neighbors are unreachable (or latency > 10ms), disable BGP Session, at least import and export.

Why not check exactly that? :-) If it has at least one mesh neighbor that's not a tunnel client, it's all good
