Add workflow to check release notes are updated in PRs

If a PR is updating files in the directories `proto` or `py` and the
`RELEASE_NOTES.md` file was not updated it will fail, unless the PR is
assignes a special `cmd:skip-release-notes` to signal that this PR
doesn't require release notes.
