Remove the python release workflow (#71)

This is currently broken and we don't need python releases yet, so this
is dropped temporarily.

It needs to be rebuilt based on the release file for
frequenz-microgrid-component-graph-python.

The python CI for PRs is still there, so code changes are still checked.

There's an issue to add it back:
