What's needed?

  1. Rename the FallbackMetricFetcher abc to LazyReceiver and move it to _internal._channels. And FallbackFormulaMetricFetcher can be renamed to FallbackFormulaMetricReceiver
  2. Add option to stop FallbackMetricFetcher
