Support for disabling fallback components

What's needed?

Currently, fallback components are used by default when creating formulas. A config parameter exists that can be used to disable fallback components but needs to be exposed through the high-level API.

But before doing this, we need to ensure that inverters/chp/ev chargers are used when fallback components are disabled. So we consider the component meters only if fallback components are enabled.

It could be an optional parameter in the microgrid.initialize method.
