Only re-calculate the resampler buffer size if the source sampling rate changed significantly

What's needed?

Right now we are re-calculating the resampler buffer size each time the input sampling rate changes, but it is normal for this sampling rate to change slightly all the time, as samples don't come perfectly separated. There is no point in re-calculating the buffer size if the changes are small.

Proposed solution

Avoid re-calculating the buffer size on small source sampling rate changes.
