no banner shows up when game in foreground but received NOTIFICATION_RECEIVED_WHEN_IN_FOREGROUND_EVENT

Hello, I don't get the banner popping up when the game's running in the foreground but did receive the NOTIFICATION_RECEIVED_WHEN_IN_FOREGROUND_EVENT. 
There's no problem to show the popup when the game is in the background though.
