Footer deletion breaks myHPI

The footer can be edited in the wagtail admin interface but it can also be deleted. If somebody deletes the footer, nyHPI isn't able to load any page because it is missing the footer.
There should be a requirement that there is at least one footer or some empty basic footer that gets used if there is no custom footer.
