Coefficient and source matrix of the Poisson solver needs to be updated

The current method converts surface charge at the plasma-dielectric interface to volume charge by dividing with cell width.
Which is not fully correct.

The coefficient matrix as well as the source matrix needs to be updated in order to implement full Gauss law at the plasma-dielectric interface.
