Galaxy on ilifu using CloudLaunch #9

Describe the solution you'd like
Galaxy for CompChem and Cheminformatics set up on the ilifu research compute using CloudMan.
Somethings that need attending to
- Galaxy must run on ceph - see [WIP] Add customVolume option to persistence (for special built-in volumes eg: CephFS) galaxyproject/galaxy-helm#153
- Must integrate with existing slurm cluster (like before) and use this as primary compute
- kubernetes queue can be used for upload and some priority ops.
- conda and galaxy working dir must be sent to slurm cluster on job submission
- Must use conda by default as docker cannot run on slurm cluster.
- ideally has all comp chem tools installed by default
- ideally interactive tools work really well
- FTP and Globus endpoint
