Merge `shed-tools test` and `galaxy-tool-test` functionality

galaxy-tool-test from the galaxy.tool_util package is largely an improvement to shed-tools test, although it tests individual tools whereas shed-tools test tests all the tools in the repo. But it'd be great if shed-tools test could get all the other niceties from galaxy-tool-test.
