Let's discuss anything related to the architecture/development of the Control pallet (organization management).

I'd like to discuss the add_member, remove_member extrinsics behavior.

Looking into the FRAME pallets, there is always an origin who adds a member. Not the origin adds himself. I think it needs an additional discussion.

Case 1. Origin adds himself.

• AccessModel::Open - looks like this is the only case for now.
• AccessModel::Prime - I assume the member should have been whitelisted before? (TBD).
• AccessModel::Voting - governance (TBD).
• The root or prime origins don't make sense at all.

Case 2. Origin adds a member (how it works now).

• Root or prime can add a member. Prime always pays a fee based on the FeeModel (which doesn't sound right).

Please, elaborate on how it should work, considering:

• Extrinsic signature (origin, org_id, who) or (origin, org_id).
• Role of root and prime.
• AccessModel.
