writeable etc during initrd

**What happened**:

the [persist script
](https://github.com/gardenlinux/gardenlinux-ccloud/blob/main/features/_usi/initrd.include/etc/systemd/system-generators/persist) tries to modify services which fails since etc is not writeable during initrd

**What you expected to happen**:

modifications need to apply
