disable Modernizer via @SuppressWarnings annotation

please consider to allow support for @SuppressWarnings.

in libraries it is not reasonable/easy to extend compile dependencies to use @SuppressModernizer

based on experience at: checkstyle/checkstyle#16095

@SuppressWarnings has RetentionPolicy.SOURCE so I believe this cannot work for Modernizer. Note that Modernizer works at the bytecode level and not the source level like Checkstyle.

If the dependency is an issue for libraries, perhaps Modernizer could look for a SuppressModernizer annotation instead of the org.gaul.modernizer_maven_annotations.SuppressModernizer annotation specifically? Then your library could provide its own implementation. This might already work, albeit accidentally. Can you test and submit a PR if we need to loosen the check?

Ok, I see your problem to support it.

Is there any other way to have suppression list? Separate file with signature of methods to skip?

Migration all or nothing is very challenging, projects will need a time to migrate in phases.

Allowance for projects to have own annotation for suppression is also good, if we can define annotation fully qualified name in maven config.

Please suggest any solution.
