Add config to disable OccurrencePersistenceService

In case HBase is down occ-ws should still be able to start and work properly since hbase is only used by the OccurrencePersistenceService(which seems to be used only for clustering).

We should add configuration to make this service optional.

Edit: it also uses now the species multimedia.
