Enable multi-platform CI/CD validation for Windows and macOS (#143)

- [x] Extend CI/CD pipeline to validate on Windows, macOS, and Linux
- [x] Update `.github/workflows/node.yml` to include `windows-latest`
and `macos-latest` in the OS matrix
  - [x] Remove the Ubuntu-only condition from the checkout step
- [x] Keep Codecov upload only on Ubuntu to avoid duplicate coverage

- [x] Fix Windows test failures
- [x] Update `tests/common/iacHelper.test.ts` to use `path.resolve()`
instead of string concatenation for cross-platform path compatibility
- [x] Add terminal encoding feature for non-UTF-8 environments
