[Draft] Intrinsics Design Document

This is a proposal for support of intrinsic functions in Mellea.

The Component class can implement intrinsic model functionality in Mellea:

class QueryRewrite(Component, Intrinsic):
    def intrinsic_name(self) -> str:
        return "QueryRewrite"

There is then a single implementation for aloras in each backend, instead of a bunch. That implementation uses yamls and so on.

We also need to decide how "fail-over" implementations are implemented. Should this be done in Components or Backends?
