problems with symlink

Having trouble with creation of symlink:

adb shell ln -s /system/media/reference/basewords.db /media/dict/basewords.db

I get an "Operation not allowed/failed" message. Is this because /system and /media are formatted differently? And yet you must have gotten it to work for you. How?
