Change Name of App to MetaGeoPortal #15

Descriptive summary
After some discussion, stakeholders don't like the name of our current GeoBlacklight app. They feel like it should be called MetaGeoPortal or else high-level admins won't approve the funding line for the project.
Expected behavior
We want the name of the app to be called MetaGeoPortal when users land on it and use it.
Actual behavior
Right now, the app is called YourApplicationName and the text overlaps with the logo, and the application name shows up in the browser tab when it's open.
