ACL feature for Formwork CMS

New group of users with site access only. This group of users can login but not to panel dashboard and only to site, can not add pages, can not modify it etc.

• admin can set access to site only for specified user
• admin can set their status/role like active/inactive, member, premium etc.
• admin can set a rate limit / unlimited access to site for this user
• different login page for this group of users
• user page / user dashboard with all data of user
• user can only sign up / delete own account /change own personal data

Thank you for sharing the idea.

I think it could become a plugin for Formwork.

I've done something to prepare the ground.

Now in 2.0.0-rc.1 all existing permissions have the panel. prefix, and the existing user role has been renamed to editor. See #730.

Now the user role has no particular permissions, and could be used in future to handle site access.
