Replace ps-tree task killing with a modern Windows 2025/Windows 11 25H2 compatible approach

ps-tree seems to use wmic which is removed from Windows Server 2025, and possibly also gone from Windows 11 25H2 (not yet tested).

This is used to list and kill processes on Windows, but fails on Windows 2025 (not sure if fatally, but tests fail). Needs some investigation and an alternate approach implemented as ps-tree seems abandoned: indexzero/ps-tree#69 / indexzero/ps-tree#62

Afterwards, 37f8668 can be reverted.
