[Suggestion] Upgrade and Support Folia 1.21.8

Add native support for Folia 1.21.8 and upgrade and optimize the regions for the plugin and how it uses regions.

The project exists on older versions and is not updated due to lack of time to update.
Due to the fact that I haven't finished refactoring, new version support is not fast
