CodeCov doesn't work on PRs from forks

It looks like that CodeCov report and CI status does not appear on PRs from forks

@markstory could it be that there is some config on sentry org side that prevents codecov to run on PRs from forks ?
looking at recent PRs I see the message from bot on your PRs but not on anyone else's

The only thing I can think of is that github doesn't automatically expose org secrets to external pull requests.

but should not this be a github app ?
then it has a different set of permissions
