Support Downloading PDB/EXE Files via sentry-cli

Problem Statement

There is currently no supported way to download uploaded debug files (e.g., PDB/EXE) using sentry-cli.

For teams that rely on automation, scripting, or controlled environments, having CLI access to retrieve debug artifacts would be highly useful.

Sounds like a good idea, I will place this on our internal backlog. It could take some time to get around to, though; external PRs are welcome!

If anyone tries to add this feature, I would recommend adding it as a subcommand under debug-files (e.g. debug-files download). I am currently unsure whether there is an API on the backend that can be used to retrieve the debug files; if there is not, that would also need to be added.
