docs(cli): Update SENTRY_HTTP_MAX_RETRIES information (#14220)

Update the description of `SENTRY_HTTP_MAX_RETRIES` to indicate that the
CLI now retries all requests; this behavior change was implemented in
getsentry/sentry-cli#2523.
