Reorganize develop docs sidebar (#11766)
Reorganize the develop docs sidebar: - "Development" was split up into "Enginnering Practices" and "Development Infrastructure" - "Application" is now "Application Architecture" - "Backend" is now "API Server" that contains a subsection "Application Domains" - "Relay Development" is now "Ingestion" - "SDK Development" is now "SDKs" The rest stayed more or less the same.
