ref(types): Loosen tag types, create new Primitive type (#3108)

* loosen tag types

* use new Primitive type rather than listing primitives

* use typeguard for isPrimitive and take advantage of that where possible

* deal with difficult-to-seriallize primitives

* remove obsolete linter directive

* remove unused NonPrimitive type
