[v9] Re-enable lamda layer in `.craft.yml`

### Description

Lambda layer publishing is currently paused by commenting out the layer in `.craft.yml`: https://github.com/getsentry/sentry-javascript/blob/develop/.craft.yml#L131-L145.

Once we are ready for a stable v9 release, we need to add this layer back in.
