[RR7] Evaluate static pre-rendering

Evaluate https://reactrouter.com/start/framework/rendering#static-pre-rendering – this might interfere with our current meta tag injection as we do not want any static trace data in the pre-rendered HTML. We need to detect a static build vs SSR and update our logic accordingly.
