Align on what gen_ai.operation.name reports

Context:
Frontend changed the Agent Monitoring to rely on gen_ai.operation.name  instead of span.op to determine the type of ai span (agent, tool etc..) some traces look funky; because we get different values, e.g. gen_ai.operation.name: ai.toolCall  or ai.streamText.  We should align on what the "known operation names" are, so that the SDKs can output those in the future.
