feat(pymongo): Add MongoDB collection span tag (#3182)

Adds the MongoDB collection as a tag on pymongo query spans. The semantics are set to match what is provided by OpenTelemetry: https://opentelemetry.io/docs/specs/semconv/database/mongodb/
