ref(insights): add new insight referrers (#97695)

To be merged before #97575
1. Add all new referrers from
#97575
2. Keep all `api.starfish` and `api.performance` referrers, just move
them into one common spot in the `referrer.py` file
3. Once #97575 is merged, we can
remove all api.starfish and api.performance referrers.
