Bug: [SYCL] libiomp5md.dll missing from release package

What happened?

load library fails due to missing dependency llama.dll -> ggml.dll -> libiomp5md.dll

Name and Version

tested 3616 for LLamaSharp and latest
version: 3616 (11b84eb)
version: 3707 (daa9623)

copying libiomp5md.dll from another project fixes it

What operating system are you seeing the problem on?

Win10 22H2 (19045.4842)

Relevant log output

llama-cli.exe - System Error
The code execution cannot proceed because libiomp5md.dll
was not found. Reinstalling the program may fix this problem.
