Feature Request: Add Self-Adaptation Mutation

Hi,
I’d like to suggest adding self-adaptation mutation to GeneticSharp. This technique allows mutation parameters, like the mutation rate, to evolve alongside the individuals, making the algorithm more flexible and effective in solving complex problems.

It would be great to have this as a new mutation operator, where parameters are encoded in the chromosome and adjusted dynamically during the evolution process.
