ci(github): update CI configuration and dependencies

- Update golangci-lint action from v5 to v6
- Update Go versions to test from [1.18, 1.19, "1.20", 1.21, 1.22] to [1.21, 1.22, 1.23]
- Remove macOS from the build matrix
