Use different label settings for different groups of repositories

First of, cool project! 🎉

I have an organization where a lot of repositories (but not quite all) should share a specific set of labels. However, it seems like there is no option to limit the label management to only a subset of repositories, right?

At the moment labels are global, but I'll keep this feature in mind for future development.
