Document how to create a plugin #160
Description
The system can be extended by plugins but there is no documentation that details:
- what data the plugin will receive
- how the plugin will be invoked
- where in the request lifecycle the plugin will be invoked
With out these key pieces of information it is unclear how a plugin should be developed (without guessing by reviewing how existing plugins work).
