TextEditor horizontal scrollbar causes content to jitter/jump

What is the current behavior?
Text view content jumping around when scrollbar auto-appears

Suggestion
I'd say either have a debounce/throttle for hiding the scrollbar or once it's shown don't hide it at all. Throttling might be better.

Oh buy... this made me smile so much :D I've just spent several evenings staring at log output of various sizes/positions/events of what's happening during the scrollbar jumping issue and before preparing for PRs I've wanted to see if some bug was registered for this already...... it WAS... by ME!... 6 years ago :DDD
