extend toolbox CI to use run-vlab.yaml

@Frostman, not sure what the usual toolbox workflow is but during development of https://github.com/githedgehog/toolbox/pulls I noticed several times the toolbox CI passing but my VLAB failing. We should leverage run-vlab to test we don't break fabricator. Testing locally is also a bit cumbersome.
