PowerShell invocations are added to user's PowerShell history #150

Describe the bug
When Copilot CLI makes shell invocations on Windows using PowerShell, these become visible in command history in other PowerShell windows.
It sort of makes sense (as it is run by the current user) but it's unhelpful and undesirable.
Originally reported by Matt Mitchell from the .NET team.
