Method to Restrict Copilot CLI and Personal Account Access in Enterprise Repos

Describe the bug

Enterprise customers have reported that the current guidance for blocking GitHub Copilot access to their enterprise’s content — specifically by blocking *.individual.githubcopilot.com — does not appear to prevent the use of Copilot CLI.

There is concern that this leaves a gap in controlling Copilot features, as Copilot CLI and personal accounts may still be usable within enterprise repositories. It is unclear if there is an effective method for enterprise customers to block Copilot CLI and the use of personal accounts in their organization’s repos.

We changed the behavior of this in https://github.com/github/copilot-cli/releases/tag/v0.0.332 -- does the issue still persist on later versions?

@williammartin I've checked on the ticket and Eden shared the info about the change and asked if they had tested with 0.0.335 and they didn't respond and the ticket has auto closed.
