Describe the bug

Enterprise customers have reported that the current guidance for blocking GitHub Copilot access to their enterprise’s content — specifically by blocking *.individual.githubcopilot.com — does not appear to prevent the use of Copilot CLI.

There is concern that this leaves a gap in controlling Copilot features, as Copilot CLI and personal accounts may still be usable within enterprise repositories. It is unclear if there is an effective method for enterprise customers to block Copilot CLI and the use of personal accounts in their organization’s repos.
