Use organization agents outside of github repo directory

Custom org agents can only be used when working in a github directory

Proposed solution

We would like to develop custom agents and allow our employees to use them for doing their work using copilot cli. However, they only work when working in a github directory. It would be nice if any logged in user could utilize the custom agents in the .github-private repo without working in a github directory.
