Planning agent always generating openapi.yaml

The planning agent often generates an openapi.yaml file in the contracts folder, even when it doesn't seem to make sense (for example in a console application). I am evaluating/learning and I am curious about how others think about this.

Is it somehow useful for the later agents to have it anyway? Or is it unintended and I could remove the file and maybe edit the agent instructions?
