Start Work: Switch to issue list before waiting for the result

This issue is a follow-up of #3621

The Problem

Steps:

• go to Start Work
• select "create branch from an issue"

Current result:

• loader is activated and the quickpick starts waiting for issues to be loaded, but the quickpick stays on the "select action" screen until issues are loaded.

Expected result:

• quickpick switches to the issues page immediately and then waits for issues to be loaded
