Start Work: make issue list searchable/filterable

This issue is a follow-up of #3621

Steps to reproduce

• open Start Work, start creating branch form an issue
• on the issue list start typing in the search field

Actual result:

• all issues disappear
• when you clean the search field, nothing appears back

Expected result

• matching issues are visible
• when you clean the search field, all issues are visible again
